Mr. Ishmael Quiroz brings over 13 years of professional experience spanning a broad range of fields and areas of expertise including: operations management, corporate governance, project design and implementation, strategy formulation and socio-economic development from international, public and private-sector perspectives.
He holds a Bachelor of Arts degree in Corporate Management from Anglia Ruskin University in Essex, England, United Kingdom and a Master of Science degree in Economics from Galen University, Belize.
Between 2010 and 2017, he was responsible for operations oversight and portfolio management for the Multilateral Investment Fund (MIF) of the Inter-American Development Bank Group (IDB) in Belize. This involved project origination, design, implementation, monitoring and financial control. He additionally provided operations support for the technical assistance activities related to the IDB’s sovereign guaranteed portfolio including the US$13M Sustainable Tourism Program I and the Comprehensive National Transportation Master Plan for Belize, among other technical support including Public Private Partnerships.
Ishmael’s prior experience in the private-sector was as a Projects Specialist (2006-2010), and prior to that, he was an Investment Officer at BELTRAIDE (2004-2006).
He is passionate about PPPs, Behavioral Economics, sustainable development, public policy, effective communication, the facilitation of dialogue, foreign languages and art history.
