The concept of ‘Blue Economy’ is relatively new on the global stage with its inception introduced at the 2012 United Nations Conference on Sustainable Development in Rio de Janeiro, Brazil (Rio+20). This new administration undertook the challenge of ensuring that Belizean waters, coastline, and all its stakeholders were grouped and prioritised for the betterment of the country through the formation of the Blue Economy Unit within the new MBECA. This major prioritisation was especially important due to the increasing role Belize’s marine and ocean resources play in the development of Belize’s economy, as well as in improving the livelihoods of the Belizean people. Its line agencies include the Belize Tourism Board (BTB) and the Border Management Agency (BMA). At its core is the coordination of governmental bodies and tourism stakeholders. The approach is always a partnership with the public sector, private sector, and the community. This annual technical report summarizes the accomplishments of this ministry. Health, safety and security measures were combined with covid recovery and stimulus initiatives. These were launched to tackle this monumental challenge which hit the travel and tourism industry hardest, as tourism is about people and mobilization to destinations outside one’s usual environment. MED houses three units: the Policy and Planning Unit (PPU), Climate Finance Unit, and the Belize—European Union Cooperation. The PPU has managed millions of dollars in funding for projects ranging from COVID relief and sustainable energy initiatives to climate-smart agriculture and extensive infrastructure schemes. The Belize—European Union Cooperation has garnered support in providing technical assistance for software, IT and digital infrastructure initiatives, as well as socio-economic development and rural transformation projects. The Climate Finance Unit (CFU) operationalized in January 2022 is the Nationally Designated Authority to the Green Climate Fund and the Adaptation Fund allowing the CFU to maximize Belize’s access to climate finance. ActiveAnnual ReportMinistry of Foreign Affairs Annual Technical Report 2021Ministry of Foreign Affairs Annual Technical Report 2021; Annual Technical Report 2021; In the global context of a raging COVID-19 pandemic and efforts to secure a vaccine to contain the virus, vaccine diplomacy, the sourcing of vaccines through collaboration with bilateral partners and multilateral agencies was the principal focus of the Ministry of Foreign Affairs, Foreign Trade and Immigration’s (MFAFT&I) work in 2021. Returning to the constitutive work of the MFAFT&I, in terms of strengthening bilateral relations, MFAFT&I kept up a robust schedule of bilateral engagement starting with countries in the immediate region of Central America, the Caribbean, South America, Europe, Africa, Asia, and North America, and with representatives of regional and international organizations and integration mechanisms such as the Central American Integration System (SICA), Caribbean Community (CARICOM), Mesoamerica Project, Association of Caribbean States (ACS), Community of Latin American and Caribbean States (CELAC), and United Nations (UN) agencies. Most resources were re-directed to this response and to the safety of staff, patients and communities. The pandemic has also highlighted the many gaps within the health system. Some of these gaps include the lack of trained medical and nursing personnel in areas of respiratory care and intensive care, the lack of a public health emergency budget, the lack of medical supplies (PPEs), the lack of modern medical equipment and the lack of adequate infrastructure. The threat of emerging diseases and climate change place emphasis on continued surveillance of diseases. During the year 2021 the Ministry of Home Affairs and New Growth Industries (MHANGI) undertook initiatives that would rethink approaches of tackling crime and violence to improve citizen security and public safety by utilizing evidence-based analysis for innovative policymaking. With the continued implementation and funding of the InfoSegura Project through the Belize Crime Observatory there was successful deployment of the Integrated Information Management Platform (IIMP) in partnership with 4 other pilot agencies namely the Belize Central Prison, the Belize Police Department, the National Forensic Science Service and the Epidemiology Unit in the Ministry of Health and Wellness. This process also identified the Ministry's key priorities. MPSCPRRA’s mission statement speaks to the establishment, management and promotion of sound human resource management, good governance, free & fair elections, and service excellence. On this premise, the Ministry was able to circulate quite a few human resource management policy decisions; assist several ministries through organizational reviews; digitize and transform the recruitment process; provide training opportunities to numerous public officers; provide meaningful counselling support to public officers; award public officers for their dedicated years of service and strengthen the electoral administration. The MTDS was created in-house with their proposed programs based on understanding the political commitments and the value of political will, identifying the real priorities and opportunities, designing their programs, and preparing their managers and directors to deliver on their newly crafted visions, missions, specific objectives, and principles. The programs and projects of the ministries reflect their commitment to a realistic assessment of what they can implement and deliver in the short and medium term.
