Carmen Sosa

Ms. Sosa is the Executive Director of the Economic Development Council Secretariat, bringing over 18 years of public service experience spanning local and central government, public–private dialogue, and economic policy reform. She holds a Master of Laws (LLM) in International Corporate Governance, Financial Regulation and Economic Law from the University of London and a Bachelor’s degree in Economics and Finance. Her academic grounding, combined with extensive practical experience, positions her as a strategic leader in advancing Belize’s economic development agenda.

Throughout her career, Ms. Sosa has successfully led and coordinated complex, donor‑funded projects focused on improving Belize’s business climate, investment framework, and regulatory environment. She has managed major initiatives supported by institutions such as the Inter‑American Development Bank and the European Union, including projects on competition policy, investment facilitation, digital transformation of business registries, and trade and investment reform. Her work has included overseeing legislative modernization, coordinating technical working groups, supporting national strategies such as the Belize Investment and Business Climate Action Plan, and ensuring strong engagement between public and private sector stakeholders.

As Executive Director, Ms. Sosa provides strategic leadership to the EDC Secretariat, guiding policy coordination, project execution, and stakeholder dialogue in support of inclusive and sustainable economic growth. She represents the Council on national committees related to MSME development, investment promotion, trade facilitation, and financial inclusion, and plays a key role in mobilizing partnerships and resources for reform initiatives. Known for her collaborative leadership style, strong governance focus, and results‑oriented approach, she continues to strengthen the EDC’s role as a central platform for advancing Belize’s economic reform priorities.
