Executive Director
Carmen Sosa
Ms. Sosa is the Executive Director of the Economic Development Council Secretariat, bringing over 18 years of public service experience spanning local and central government, public–private dialogue, and economic policy reform. She holds a Master of Laws (LLM) in International Corporate Governance, Financial Regulation and Economic Law from the University of London and a Bachelor’s degree in Economics and Finance. Her academic grounding, combined with extensive practical experience, positions her as a strategic leader in advancing Belize’s economic development agenda.
Program Manager
Emily Waight
Emily Waight is an experienced economic development professional and Program Manager with over 15 years of service across government, private sector, and development partner–supported initiatives. With a strong academic foundation in economics and history, she brings analytical rigor, policy insight, and strategic planning expertise to the coordination and implementation of national development programs. Her technical and leadership capacity is reinforced with Master of Science studies specializing in Economics.
Project Officer
Kenny Chan
Kenny Chan is the Project Officer in the Public Private Dialogue Unit (PPD) with a strong background in public policy, local economic development, and inclusive, community-based programming. He holds a Master’s degree in Public Policy and a Bachelor’s degree in Anthropology, equipping him with both analytical and social perspectives essential for designing and supporting effective development interventions. His academic and professional foundation is complemented by formal certifications in project management, monitoring and evaluation, and Agile methodologies.
Administration and Communications Officer
Marta Hendrikx
Marta serves as Administration and Communications Officer with the Economic Development Council Secretariat, bringing extensive experience in public-sector support, organizational management, and strategic communications. In her role, she provides integrated administrative, operational, and coordination support to the Secretariat, contributing to the effective implementation of office, programmatic, and economic development reform activities under the Office of the Prime Minister.
